The United States and the European Union (EU), which, like Brazil, have been losing market share in the Argentinian market to China, complained of various obstacles and “trade irritants”. During the examination of Argentine trade policy at the World Trade Organization (WTO), Beijing also asked the Argentine government to make an effort to improve the business environment, with more predictability and transparency in the measures it adopts. In total, the partners asked Argentina more than 700 questions about different measures adopted.
Several countries complained about policies such as price controls, export taxes and exchange restrictions. One of the main complaints is the widespread use of so-called non-automatic import licenses. Products included in the list of those that need this license cannot enter the Argentine market without government authorization.
According to a WTO report that served as the basis for the examination, in Argentina the share of imports from Brazil fell to 20.4% of the total in 2020 compared to 26% in 2012. China’s share of Argentine imports increased considerably in this period. period, from 14.6% of the total in 2012 to 20.4% last year. In turn, the US share in Argentine foreign purchases dropped from 12.5% to 10.4% and that of the European Union from 17.1% to 15.6% in the same period.
