CNI and Keidanren defend progress in the Japan-Mercosur Economic Partnership Agreement

The progress of discussions surrounding the Japan-Mercosur Economic Partnership Agreement is essential for expanding the diversification of Brazilian exports and for equalizing conditions for competition with countries with which Japan has an agreement. CNI (the main organization representing Brazilian industry) and its counterpart in Japan, Keidanren (the Japan Business Federation) released a joint position this Wednesday (November 10) in which they reinforced the need for political leaders to commit to the negotiations. The document will be delivered to the governments of both countries.

The implementation of the agreement may face barriers and expand bilateral trade relations. A survey carried out by the CNI showed that the Asian country applies an average tariff of 6% in general to Brazilian products, but the tariff average reaches 16% for agribusiness products. The CNI also surveyed 270 products in which Brazil has opportunities and competitive advantages for exporting to Japan. Of this total, 41% are a priority for Brazil, including mainly food, chemical, metallurgy, leather and footwear, non-metallic minerals, and agricultural products.

There are also non-tariff barriers applied mainly in agribusiness for items such as orange juice, sugarcane bagasse, beef and pork, ethanol, and industrialized food products.

With the agreement, it will be possible to eliminate many import tariffs and eliminate or mitigate the incidence of non-tariff barriers. The agreement should also have rules that encourage trade integration between Brazil and Japan. These include customs rules to increase the speed of trade, the opening of the government procurement market, an increase in bilateral investments, bilateral trade in services, and increased cooperation and the exchange of technology between Brazil and Japan.
