Even though much of the recent global attention has been cast upon India’s decision to restrict wheat exports, merely weeks after declaring it planned to increase grain shipments dramatically, several other net exporters have also restricted shipments abroad.

These decisions, along with Ukraine’s inability to export grain from its ports, have led to record grain prices and growing food insecurity for developing countries that rely on grain imports.

The list of countries that have recently banned grain exports, according to the International Food Policy Research Institute, includes:

  • Argentina (soybean oil and soybean meal, until December 31, 2023)
  • Algeria (pasta, wheat derivatives, and vegetable oil, until December 31, 2022)
  • Egypt (vegetable oil, corn, wheat, wheat flour, and pasta, until June 12, 2022)
  • Russia (sunflower seed, wheat, meslin, rye, barley, and corn, until June 30, 2022)
  • Serbia (wheat, maize, wheat flour, until December 31, 2022)
  • Kuwait (grain, vegetable oil, until December 31, 2022).

Indonesia’s ban on palm oil exports is another prominent ban that has put pressure on the world food supply. In addition, some countries have imposed restrictions on grain exports. Kazakhstan, for example, stated in April that wheat and flour exports would be limited to 1 million and 300,000 tonnes, respectively, until July 15.

Kazakhstan is a major supplier of wheat and flour to the Central Asian region. Kyrgyzstan, which relies heavily on Kazakhstan for wheat and flour, announced in March that it would ban wheat exports for six months, as well as several other food products.
