University-Backed Monitoring System by PORTOS RS Aids in Managing Floods in Porto Alegre

In response to the ongoing floods in Rio Grande do Sul, the water level monitoring system operated by Portos RS is playing a crucial role in managing the crisis. Positioned near the entrance gate of Mauá Pier, this system remains operational even during floods, serving as a vital tool for tracking the rising water levels in Lake Guaíba and the Jacuí River delta.
Developed in collaboration with the Federal University of Rio Grande do Sul (UFRGS) and various academic and commercial partners, the system utilizes advanced GNSS Reflectometry technology. Integrated into the Environmental Management Program of the Port of Porto Alegre (PGA/POA), overseen by UFRGS in partnership with Portos RS Environmental Department, this cutting-edge technique leverages signal waves from GPS satellites, reflecting off water surfaces to provide precise measurements from a safe distance. This remote monitoring capability not only safeguards the equipment from direct water contact but also protects it against potential theft or vandalism.
On Friday, May 03, the system recorded a water level of 4.32 meters at 2 p.m., surpassing the previous record of 3.46 meters during the second-largest historical flood in Porto Alegre. This data suggests the likelihood of the current water level surpassing the highest recorded flood level of 4.76 meters in 1941.

Henrique Ilha, Director of Environment at Portos RS, emphasized the significance of the system in the Port Authority’s vision of becoming a leading technology hub. He stated, “This system has proven to be extremely relevant during this challenging period of flooding, serving as the sole reliable tool for monitoring Lake Guaíba’s water levels.”
With its online accessibility and collaborative efforts involving Portos RS, UFRGS, and startup TideSat Global, the monitoring system ensures a proactive and informed approach to managing flood situations, enhancing the region’s water monitoring infrastructure.
