Port Tenant Companies Contribute Over R$333 Mln to Santos City in Compensations

Port tenant companies have disbursed a significant sum of R$333.7 million in compensation for neighborhood disturbances in the city of Santos over the past nine years, with projections indicating a potential increase to R$362.7 million by the end of 2024. This amount constitutes 80.8% of such funds allocated to the City Hall, earmarked for various projects such as polyclinics, schools, squares, and initiatives in social, environmental, urban mobility, and security domains. Additionally, contributions from this source also feed into the Urban Development Fund of the Municipality of Santos (Fundurb).
A detailed analysis of the municipality’s records reveals the annual progression of compensation disbursed by port terminals from 2015 to 2024. While the initial year saw compensation amounting to approximately R$9.4 million, the highest recorded figure in the historical series was reached in 2023, totaling R$76.4 million. Amid the Covid-19 pandemic years, there was a notable decrease, with the lowest value of R$27.9 million recorded in 2020. As of 2024, the year-to-date compensation stands at R$5 million. A breakdown of ongoing projects utilizing these resources is provided below.
Glaucus Farinello, Secretary of Urban Development of Santos (Sedurb), explained, “As the Port of Santos serves as our primary economic driver and also poses significant urban impact potential, it is natural for the Municipal Commission for Neighborhood Impact Analysis (Comaiv) to prioritize studies on port activities.”
The collection of these resources became feasible with the enactment of Complementary Law No. 793/2013, which was later regulated in 2015. Since then, Comaiv has scrutinized 35 Previous Neighborhood Impact Studies (EIV) of port terminals.
Farinello highlighted, “Auctions for concessions and leases of areas in the Port of Santos already stipulate the EIV as a condition for municipal licensing.” Compensations are formalized through the City Hall via the Term of Responsibility for the Implementation of Mitigating and/or Compensatory Measures (Trimmc).
The secretary emphasized the progress made in resolving conflicts in the Port-City relationship through Comaiv. “Many claim that the Port turns its back on the City, but that’s not true. Comaiv has served as a facilitator, fostering dialogue between the Port Authority and companies.”
Thematic Allocation
Regarding thematic allocation, education tops the list, totaling R$63.9 million (23%), followed by urban/environmental development (R$55.6 million, 20%), health (R$46.4 million, 17% ), mobility (R$ 21.5 million, 8%), urban equipment (R$ 17.8 million, 6%), technology (R$ 14.9 million, 5%); social development (R$14 million, 5%); security (R$6.9 million, 3%). In other areas combined, there were R$34.5 million (13%).
