APS Plans Four Logistics Complexes to Regulate Truck Traffic in the Region

The Santos Port Authority (APS) is planning four logistics complexes in Guarujá, São Vicente, Santos, and Cubatão, covering 719,000 square meters and accommodating up to 2,820 trucks. This initiative aims to regulate port access while providing comprehensive support services for truck drivers, including medical assistance, to improve their quality of life and better manage the approximately 8,000 trucks arriving daily due to port activities.

One of the key projects is a logistics complex on Ilha do Tatu in Cubatão. This project has already undergone initial consultations and is currently in discussions with authorities and the local community. This complex will also include the Guará Vermelho Ecological Park in a preserved area. The project is estimated to generate 550 direct jobs and contribute R$24.2 million in service tax (ISS) and R$1.5 million in property tax (IPTU) annually.

APS President Anderson Pomini, who met with Cubatão city council members on Wednesday (February 5), stated that the concession for a private company to develop and manage the facility will last 32 years, starting in 2028. Pomini is also scheduled to meet with the current mayor of Cubatão, César Nascimento, in the coming days.

“We must act responsibly and think about the future of the Port in the coming years while also organizing truck traffic to ensure smooth transportation in the region’s cities. This is not an isolated project to concentrate trucks in Cubatão; we are proposing four logistics complexes across four cities. If no action is taken, there is a risk of urban mobility collapse, negatively impacting the quality of life for the regional population,” said Pomini, emphasizing his commitment to engaging with all stakeholders, including local authorities and residents.

These logistics complexes will function as truck holding areas, regulating access to the port and providing parking spaces. The development will include land leveling, interlocking pavement installation, building construction, drainage systems, fencing, and lighting. The facilities will also house essential services for truck drivers and other government operations.

Government Authorization

The designated area is already part of the Organized Port Zone, and its use for this project was authorized by Federal Government Ordinance 541, issued on June 10, 2022, and signed by then-Executive Secretary of the Ministry of Infrastructure, Bruno Eustáquio de Carvalho.

The project was also presented to former Cubatão mayor Ademário Oliveira, who received an official request from APS on July 27, 2021, to align the logistics complex with the city’s zoning regulations. The facility’s strategic location will provide direct access to the Imigrantes and Anchieta highways, easing traffic congestion in Cubatão’s urban areas.

APS President Pomini emphasized that the project has been under discussion for nearly a decade and will strictly follow all required environmental licensing procedures.

Environmental Impact Assessment (EIA) and Environmental Impact Report (RIMA) approvals and preliminary and installation licenses will be secured. Studies will include assessments of biotic, physical, and social factors, identification of environmental impacts, and mitigation and compensation measures. The project will also implement environmental programs during construction and operational phases, including air quality, noise, vibration monitoring, waste and wastewater management, and fauna monitoring, which may include tracking the red ibis bird population.

Environmental compensation will involve preserving an area equivalent to the affected land and ensuring similar ecological characteristics within the same watershed, among other sustainability initiatives.
