
2025 Will Be a Major Year for the Port and Airport Sectors, Says Silvio Costa Filho

Minister Silvio Costa Filho of Ports and Airports outlined the ministry’s primary initiatives for the next two years during a ministerial meeting with President Luiz Inácio Lula da Silva. He highlighted projects to expand the country’s economic capacity and generate jobs and income.
In the port sector, the Ministry of Ports (MPor) plans to auction 20 port units in 2025, including the Santos 10 Container Terminal (Tecon Santos 10), which is expected to attract the most significant investment in Brazil’s history: R$ 3.51 billion. Additionally, in Santos, there are plans to auction the construction of the Santos/Guarujá tunnel this year, a project requiring R$ 6 billion in investments, to be shared between the Federal Government and the State Government of São Paulo.
Another key project is the concession of the access channel to the Port of Paranaguá, which involves investments of R$1 billion. “These measures will ensure greater efficiency in port activities, making our products increasingly competitive in the international market,” said the minister, emphasizing that 95% of the country’s international trade passes through its ports.
In the waterway sector, the minister presented plans for the concession of the Paraguay River Waterway, which is expected to be auctioned by the end of the year. He also highlighted measures to streamline cabotage and inland navigation. Furthermore, he pointed out that in 2024, the ministry completed a bidding process to secure five years of continuous dredging for sections of the Amazon and Solimões rivers, areas heavily impacted by severe droughts in recent years.
“As President Lula said, we have a shared mission: to rebuild the country and promote economic development. By doing so, we improve the population’s quality of life and create jobs and income. Our work at MPor serves this purpose: to equip the country for growth and enable economic and social development,” stated the minister.
