Acredita Exportação to Be Launched in 2025 to Expand Brazil’s Export Base

The Acredita Exportação program will be launched in the first half of 2025 to strengthen and expand Brazil’s export base. Vice President and Minister of Development, Industry, Commerce, and Services (MDIC) Geraldo Alckmin announced this during an interview on the program A Voz do Brasil last Monday (12/23). The initiative, an extension of the Acredita program, is expected to have a budgetary impact of R$51 million in its first year.
According to Alckmin, the measure primarily benefited micro and small enterprises (MSEs). “President Lula submitted two bills to Congress, and we hope to have them approved by February. This will allow us to implement Acredita Exportação. Small businesses will receive an immediate refund of 3% of the exported value, working as a reintegration mechanism. I don’t pay taxes when I export, but I’ve already paid taxes on the inputs used to produce that product. The idea is to refund this amount quickly to encourage small businesses to export more,” explained the Vice President.
Around 40% of Brazilian exporters are micro and small enterprises, responsible for export volumes totaling US$ 2.8 billion in 2023. With a 3% refund rate, the program is expected to improve the cash flow of these companies, strengthen their competitiveness in international markets, generate jobs, and boost Brazil’s presence in global trade.
Economic Impact and Training
In addition to promoting greater integration of MSEs into the international market, the program aligns with government efforts to create qualified jobs and foster an export-driven culture in Brazil. Companies operating in foreign markets tend to offer higher salaries, adopt advanced technologies, and stimulate innovation, Alckmin highlighted.
Another key factor for the program’s success will be business training. During the interview, the Vice President mentioned the Programa de Qualificação para Exportação (Peiex) by ApexBrasil, which provides free consulting services to companies interested in exporting in a structured and secure manner.
Tax Reform and Economic Efficiency
Alckmin also took the opportunity to comment on the approval of the Tax Reform, which he described as “a historic reform that has been awaited for over 30 years.” The new model will replace five taxes – ISS, ICMS, IPI, PIS, and Cofins – with a Value-Added Tax (VAT), simplifying the tax system and reducing costs.
“The Tax Reform eliminates the accumulation of credits, fully exempts investments and completely relieves exports from taxes. Studies by Ipea indicate that, over 15 years, it could increase GDP by 12%, investments by 14%, and exports by 17%, bringing more economic efficiency to the country,” he concluded.
With these initiatives, the government aims to establish Brazil as a more competitive player in the global market, fostering innovation and creating new opportunities for domestic companies.
