ANTAQ approves structure of the Annual Inspection Plan for 2023

The board of the National Agency for Waterway Transport (ANTAQ) approved the structure of the Annual Inspection Plan (PAF) of the Autarchy for 2023. The approval took place at the Ordinary Board Meeting on the 27th.
The plan is divided into five thematic axes. They are: “Ports”, Action “Report on Monitoring the Port Administration’s Performance”; “Ports”, Action “Mapping Initiatives in Environmental, Social and Corporate Governance (ESG)”; “Maritime Navigation”, Action “Qualitative Analysis of Chartering Contracts”; “Inland Navigation”, Action “Characterization of Mooring Points”; and Identification of the causes of abusive charges for container demurrage
The report of the process fell to the general director of the Autarchy, Eduardo Nery, who, in his vote, explained that the proposal presented by the technical area does not contemplate the last axis of the inspection program. The analysis of this specific topic will be addressed by the board in the future.
“The objective of the analysis of the container demurrage axis is being addressed in another process within the Agency and will be submitted to the Collegiate Board of Directors in due course. Having made the considerations, I express my agreement with the inspections presented by the Superintendence of Inspection”, he said.
Another thematic axis that is being analyzed separately refers to the characterization of mooring points. The process is being conducted by the Agency’s technical area and will gather information from 36 crossings regulated by ANTAQ used in the User Satisfaction Survey (PSU).
According to the technical area, so far, most of the required information has been submitted by the regional units of the region, with only the form for the crossing between Porto Murtinho (MS) and Carmelo Peralta (Paraguay – Colônia Carmelo Peralta) pending, which will be provided by the Regional Unit from Curitiba
The approval of the PAF will be published in the Official Gazette (DOU) next week.
Other thematic axes
According to the inspection proposal approved by the Board, the first axis, which deals with the performance monitoring reports of port administrations, will follow the methodology adopted in the round of inspections conducted in 2022, this time for the Ports of Manaus (AM ), Suape (PE), Santos (SP) and Rio Grande (RS)
The second thematic axis, which deals with the mapping of ESG practices in ports, will analyze the Itapoá (SC), Portonave (SC) and Paranaguá (PR) terminals, from the following perspectives: Energy efficiency and reduction of emissions; Waste Management; environmental Protection; engagement with the local community; and transparency and governance.
The third axis, which concerns the analysis of charter contracts, will be analyzed by the SFC ten contracts from each group (cabotage, long haul, port support and maritime support), all referring to authorizations granted in 2022.
