ANTAQ holds public hearing for ITG 02 terminal bidding in Port of Itaguaí

The National Waterway Transport Agency (ANTAQ) held its first public hearing of the year 2023 on Friday, the 19th. The Public Consultation No. 01/2023 was held to evaluate the technical and legal documentation for the bidding procedure of the ITG 02 terminal in Rio de Janeiro’s Organized Port of Itaguaí.
The proposed project, set to cover an expansive area of 348,937m², is expected to attract nearly R$ 3 billion in investments throughout the concession period. Moreover, it aims to significantly enhance the iron ore flow capacity of the Port of Itaguaí, facilitating the handling of approximately 400 million tonnes over the course of the contract.
Eduardo Nery, the general director of ANTAQ, attended and expressed his appreciation for the thorough project proposals drafted by Infra S.A., which were approved for public consultation by the agency back in March of this year. He stated, “ITG 02 is an area that has previously undergone bidding attempts, but now we have a more robust project thanks to the fantastic work carried out by Infra S.A. Their expertise in structuring high-quality projects gives us the confidence to proceed with this bidding process to cater to the demands of cargo and users.”
The bidding process adheres to the guidelines outlined in ANTAQ Normative Resolution No. 85/2022, which lays down the procedures for preparing and analyzing technical, economic, and environmental feasibility studies, as well as the restoration of the economic and financial equilibrium of area lease agreements and port facilities within organized ports.
The preparatory documents for the port facility tender are already accessible on ANTAQ’s official website, and stakeholders are invited to provide their contributions until the deadline on Wednesday, the 24th.
Several vital figures participated in the public hearing, including ANTAQ’s director Flávia Takafashi and the rapporteur of the process, director Alber Vasconcelos. In his closing remarks, Director Vasconcelos reiterated the agency’s dedication to environmental concerns and underscored the terminal’s significance for Rio de Janeiro. He remarked, “We are dealing with a port complex that currently handles over 100 million tons, and I can confidently say that we possess an extensive range of expertise in overseeing the existing terminals. In addition, ANTAQ continues its pursuit of attracting new investments. This is an ambitious project in terms of capital expenditure, and it holds great importance as a national terminal and for the state of Rio de Janeiro.”
Representing the Ministry of Ports and Airports (MPor), Fabrizio Pierdomenico, the National Secretary for Ports and Waterway Transport, and Mariana Pescatori, the director of the Department for New Grants and Port Regulatory Policies, were present at the hearing. Fernando Corrêa, the superintendent of Port and Waterway Projects of the Infra S.A Planning Board, and Alvaro Luiz Savio, the president of PortosRio, attended the meeting virtually.
Furthermore, the audience comprised nearly ten contributors, including representatives from the Itaguaí city hall, trade associations, and law firms, all participating in the hearing.
