ANTAQ holds Public Hearing on Port of Vila do Conde terminal leasing

On January 25, Brazil’s National Waterway Transportation Agency (ANTAQ) conducted Public Hearing No. 08/2023-ANTAQ to gather input on the lease of the terminal at the Port of Vila do Conde, known as VDC29, primarily dedicated to soybean and corn exports.
Directed by ANTAQ’s process rapporteur, Director Wilson Lima Filho, the hearing included participation from ANTAQ Director Alber Vasconcelos, representatives from the Ministry of Ports and Airports, the Special Secretariat for the Investment Partnerships Program of the Chief of Staff of the Presidency of the Republic (SEPP/CC/PR), Companhia Docas do Pará (CDP), and Infra S.A.
Lima Filho stressed the urgent need to increase the number of port terminals in the Amazon, citing ANTAQ’s report on a significant rise in bulk cargo movement in the Amazonian arch, with expectations of a continued upward trend.
During the public session, Alex Ávila, National Secretary of Ports and Waterway Transportation (SNPTA), underscored the hearing’s importance in the bidding process, providing a democratic platform for all stakeholders to contribute and support Brazilian agribusiness.
Jardel Rodrigues Filho, CEO of Companhia Docas do Pará – CDP, highlighted the significance of leasing VDC29 as a pivotal project for agribusiness production, reinforcing public ports’ infrastructure in the Northern Arch.
The proposed activities for the leased area encompass the reception, storage, and dispatch of bulk solids and vegetables, characterized as Greenfield. The future lessee will be required to invest in VDC29 to achieve a dynamic capacity of 7 million tons per year for ship loading.
The lease term for the area is 25 years, set to commence in 2024 and conclude in 2049, with possible successive extensions up to a maximum of 70 years.
Contributions from stakeholders during the virtual hearing must be formalized on the ANTAQ website, following the rules of the Public Consultation, until 11:59 PM on February 1, 2024. Contributions should be exclusively directed through the electronic form available at https://www.gov.br/antaq/pt-br.
If necessary, contributors may submit digital images via email at anexo_audiencia082023@antaq.gov.br within the stipulated deadline. If resources are lacking, contributions can be made using the computers at the General Secretariat (SGE) of the Agency in Brasília/DF or its Regional Units, whose addresses are accessible on the ANTAQ website.
