
ANTAQ Holds Public Hearing to Discuss Tecon Santos 10

The National Waterway Transportation Agency (ANTAQ) held a public hearing on Tuesday (18) to discuss the lease of the Santos 10 Container Terminal (Tecon Santos 10), the largest auction in the history of Brazilian port operations.
At the opening of the session, ANTAQ’s Deputy Director-General, Caio Farias, who presented an overview of the bidding process, stated that the mega terminal is “a priority project for the Federal Government, which, in addition to enabling the expansion of capacity and the modernization of port operations at the Port of Santos, will be the largest multipurpose terminal in the country, with a forecast of a 50% increase in TEU handling capacity at the port.”
With the lease, the terminal will reach a capacity of 3.5 million TEU per year by its ninth year. R$5.6 billion will be invested over the 25-year contract, and the project is expected to generate 3,300 direct jobs.

Additionally, taking into account ANTAQ’s environmental concerns, the project includes developing an inventory of emissions and carbon footprints, implementing actions aimed at energy efficiency, sustainable resource management, environmental education, and continuous monitoring and improvement of sustainability measures.
In recent months, the Ministry of Ports and Airports and the Agency restructured the project. It is designed to be the largest terminal at the Port of Santos, establishing itself as an essential project to meet the demand for container and general cargo handling and storage at the port complex.
The financial investments allocated to the terminal over 25 years will enable interventions in both the leased area and the port’s common areas, including dredging services in the maneuvering area and at the new terminal’s docking berths.
In total, 24 people contributed orally during the hearing. The public consultation period extends until March 24, 2025.

The public consultation period regarding the lease of the mega terminal is open and will remain so until 11:59 PM on March 24, 2025, exclusively through the electronic form available on ANTAQ’s website; contributions submitted via other means will not be accepted. The legal drafts and technical documents related to the public consultation on the lease of the Tecon Santos 10 terminal are available on ANTAQ’s website (access here). Digital images, such as maps, blueprints, and photos, may be attached exclusively through the email address anexo_audiencia022025@antaq.gov.br, provided the contributor’s identification is included and sent within the specified deadline. Sending an attachment via email does not replace the requirement to submit the written contribution through the electronic form.
Suppose an interested party does not have the necessary resources to submit the contribution electronically. In that case, they may use the computer at this Agency’s General Secretariat (SGE) in Brasília/DF or its Regional Units, whose addresses are available on ANTAQ’s website.
