Antaq issues fines totalling over BRL 400K to five Santos-based companies

The Brazilian National Agency for Waterway Transport (Antaq) issued seven fines to five companies at the Port of Santos in the first half of this year, with one company receiving three fines. The total amount of these fines reached R$439.6 thousand. This figure includes only final judgments, meaning no further appeals are possible.
During the first six months of the year, 111 inspections were conducted at the Santos waterfront, with 15 notifications issued for correcting irregularities. The most common violation was failing to maintain minimum hygiene and cleanliness standards in areas and facilities. Ten notifications were resolved in the first semester.
The Santos complex, the largest in the Southern Hemisphere, falls under the jurisdiction of the São Paulo Regional Management (Gresp), which covers port facilities in São Paulo, Goiás, and Tocantins. Antaq’s mandate includes oversight of national waterway transport services and infrastructure, including inland navigation, maritime navigation, and port facilities and services.
Inspections are categorized into three types: scheduled (part of an annual inspection plan to ensure companies comply with regulatory obligations), routine (on-site checks to assess service provision, including aspects like handling of hazardous cargo and passenger transport safety), and extraordinary (initiated by complaints, reports, or signs of administrative violations).
“We typically adopt a responsive inspection approach. This guides our activities. In other words, we focus on companies where non-compliance is most frequent,” explains Wilson Lima Filho, Antaq’s director.
“These inspections are crucial for assessing the status of affiliate entities, ensuring they comply with our resolutions, and providing better service to the community while respecting waterway and port infrastructure,” he adds.
