APS appoints lawyer André Bonini as interim manager of Port of Itajaí

The Santos Port Authority (APS), which controls the public infrastructure of the Ports of Santos and Itajaí, has appointed André Leme da Silva Fleury Bonini as the interim superintendent of the Santa Catarina port. Bonini, who currently serves as APS’s Chief of Staff Superintendent, had his nomination approved and officially confirmed by the Itajaí Municipality on Monday (6).
Bonini has been with APS for less than a year and was designated by APS President Anderson Pomini to oversee the transition of Itajaí’s administration after the Ministry of Ports and Airports (MPor) decided to transfer management of the Organized Port of Itajaí to APS. “Bonini is someone I trust completely and who also has the support of Minister Silvio Costa Filho for this mission,” stated Pomini.
The appointment was made possible under an Operational Agreement between APS and the Itajaí Port Authority (SPI), a municipal agency that managed the port until 2024. Under this agreement, the two teams will collaborate on key transitional tasks, including personnel retention, contract administration, and operational licenses.
Bonini’s selection is a technical decision, addressing the need to fill management roles at the port following the termination of municipal administration. Previous managers were dismissed, leaving multiple contracts without oversight. The new appointments aim to prevent disruptions to ongoing projects and essential services critical to the port’s operations.
APS officially assumed control of Itajaí Port on January 2, forming a Transition Committee led by APS’s Director of Business Development and Regulation, Gustavo Salvador Pereira. This committee includes three superintendents from the Port of Santos and will oversee strategic, tactical, and operational initiatives while managing any unforeseen challenges. APS is now responsible for Itajaí’s administration and financial management, including transferring funds to cover SPI staff salaries.
André Bonini is an accomplished attorney and a PhD candidate in Administration at the University of São Paulo (FEA/USP). He holds a master’s degree in Economics from Paris I – Sorbonne and PUC/SP, along with multiple MBAs in Derivatives Markets (BMFBOVESPA), Strategic Project Management (FGV), and Compliance and Corporate Integrity (PUC/MG). He also specializes in Public Management (UNIMEP). Bonini is a researcher and speaker on topics such as industrial activity, spatial clustering, and organizational performance evaluation.
He has over 20 years of experience in project management across the public and private sectors. Bonini has served as a Project Management Officer (PMO), integrating teams, processes, and technologies with a focus on financial austerity and innovation. He is well-versed in entrepreneurship, business plan development, and strategic planning, emphasizing ESG principles and professional development for his teams.
Bonini has held various roles throughout his career. In Limeira, São Paulo, he served as an advisor and Chief of Staff at the City Council and Director of International Relations for the municipality. In São Paulo, he worked in high-frequency trading software in the financial sector and was Chief Technical Advisor for the city’s Justice Department, where he developed governance and compliance frameworks for large-scale public-private projects. He also served as General Manager at SP Negócios, São Paulo’s investment and export promotion agency, and Legal Advisor at the São Paulo State Assembly. Bonini was the General Superintendent of the São Paulo Bar Association (OAB/SP) for two years before becoming Chief of Staff Superintendent at the Santos Port Authority.
Since 2022, he has taught MBA courses at USP/ESALQ and USP/EACH. He is certified as a board member by the Brazilian Institute of Corporate Governance (IBGC). His career is defined by his expertise in co-creating complex projects, risk management, and building strong stakeholder relationships. He is recognized for his innovative approaches and leadership in integrating public and private sectors to achieve strategic goals.
