APS Signs Deal for Perimeter Road System on Left Bank of Port of Santos

The Santos Port Authority (APS) has recently contracted a company to develop the base project for the Perimeter Road System on the Left Bank of the Port of Santos, located in Guarujá. The contract was signed on September 24 and published in the Federal Official Gazette on Tuesday, October 1.
“This contract was made possible through APS’s efforts in dialogue with the Guarujá Municipal Government and the local port community—after optimizing the project premises to minimize expropriations—and with the Federal Government, which included the project in the New Growth Acceleration Program (PAC), allocating resources of around R$ 500 million,” said APS President Anderson Pomini. “The execution of this work is crucial for creating new connections to terminals, the Santos-Guarujá tunnel, and will play a decisive role in the port’s expansion on the left bank,” Pomini emphasized. The contract, worth R$ 3.66 million, was signed with the ECR/Consenge-Perimetral Consortium (formed by ECR Engenharia and Consenge Consultoria e Projetos de Engenharia). The Consortium is expected to deliver the project by early 2026.
The Consortium’s task is to develop APS’s conceptual design for the Left Bank Perimeter Road (APME), which includes approximately seven kilometers of roadways and two kilometers of new overpasses. The APME will separate heavy vehicle traffic from urban transit. The plan involves the realignment of Santos Dumont and Perimetral Avenues, new sidewalks and bike paths, the installation of road connection structures, as well as hydraulic, electrical, and road signage upgrades.
The project also includes constructing an overpass across the Cônego Domênico Rangoni Highway (SP-55), connecting port terminals to SP-55 (towards São Paulo), thereby eliminating heavy traffic from the urban roads of Vicente de Carvalho. It also involves building an overpass on Santos Dumont Avenue over Perimetral Avenue and another providing access to the Conceiçãozinha neighborhood.
