Argentine customs now require new certificate for La Plata free zone

The Argentine government has introduced a new requirement mandating importers to present a new kind of certificate to the General Directorate of Customs to access products from the free zone of the Port of La Plata. This measure aims to address the misuse of customs regimes in Argentina.
Through Decree 341/2023, published in the country’s official gazette on Friday, the new requirement has been established for the entry of inputs into the designated zone with exemptions from national taxes and customs fees.
To process the aforementioned Import Certificate, importers are required to submit a sworn statement containing all the necessary information justifying the intended operation. Furthermore, the decree stipulates that goods included in the regulation will be subject to the Destination Verification Regime for a period of five years from the date of input shipment to the market.
Free Zones in Argentina
Argentina has various free zones designed to promote trade and export industrial activities, facilitating increased efficiency, cost reduction, and stimulating investment and employment. These free zones operate in tandem with national trade policies and aim to contribute to the growth and competitiveness of the economy.
In the case of the Free Trade Zone of La Plata in the province of Buenos Aires, commercial activities within the industrial and service sectors are permitted. Industrial activities primarily involve exporting and manufacturing capital goods without requiring production registration within the General Customs Territory, thereby allowing for their importation.
Imports intended for consumption within the General Customs Territory are exempt from import duties, port and airport fees, statistical and verification service charges, as well as internal taxes and Value Added Tax (VAT).
