Authorities set public consultation period for Port of Paranagua access concession

The Brazilian Waterway Transportation Agency (ANTAQ) has set a period for Public Consultation 07/2023, aimed at receiving contributions, subsidies, and suggestions for the improvement of technical and legal documents related to the bidding process for the concession of waterway access (access channel) to the Port of Paranaguá.
The contribution period will commence next Monday (October 9) until October 22. The information was published in the Official Gazette of the Union (DOU) on Tuesday (September 26). The consultation cycle includes holding a public hearing, in-person or online, on a date, time, and location to be defined and communicated in due course.
This is the first proposal to concession a port access channel in the country. The guidelines follow the government’s policy for the concession of access channels.
The model is based on the understanding that the project will mitigate risks, as the contract provides revenue predictability (user payments based on port traffic) and reduces the so-called “Brazil cost” (as revenues are independent of the General Budget of the Union).
The proposal stipulates a contractual term of 25 years, with the area set to be taken over in 2024 and the possibility of successive extensions up to a limit of 70 years. The estimated Capex is R$ 1.07 billion, Opex is R$ 2.35 billion, and the overall gross revenue is R$ 8.85 billion.

ANTAQ will only consider contributions, subsidies, and suggestions that pertain to the drafts made available for public consultation and hearings.
Contributions may be addressed to ANTAQ until 11:59 PM on November 22, 2023, exclusively through an electronic form available this link. Contributions sent by other means will not be accepted.
It will be allowed, exclusively through the email address [email protected], to attach digital images, such as maps, plans, and photos, provided that text contributions are filled in the appropriate fields of the electronic form.
If the interested party does not have the necessary resources to submit the contribution through the electronic form, they may do so using the computer at the General Secretariat (SGE) of this Agency in Brasília/DF or at its Regional Units, the addresses of which are available on the ANTAQ website.
Contributions received in accordance with this notice will be made available to interested parties on the Agency’s website: https://www.gov.br/antaq/pt-br.
