Brazil and Chile Agree on Measures to Boost Cosmetics Trade

On December 6, Brazil and Chile signed a protocol that facilitates cosmetics trade between the two countries. The initiative aims to reduce bureaucracy, shorten lead times, and lower costs for exporters and importers in this sector.
Dubbed the Trade Facilitation Initiative for the Cosmetics Sector Between Brazil and Chile, the agreement, signed during preparatory meetings for the Mercosur Summit in Uruguay, will be incorporated into the Brazil-Chile Free Trade Agreement.
“Decision No. 02 is a significant step forward in implementing this bilateral agreement, which will benefit producers and consumers in the personal hygiene, perfumery, and cosmetics sectors in both Brazil and Chile,” said Tatiana Prazeres, Secretary of Foreign Trade at the Ministry of Development, Industry, Trade, and Services (MDIC).
The measure is expected to strengthen the sector in both markets, benefiting consumers and producers alike.
The initiative aims to align bilateral regulations in the Personal Hygiene, Perfumery, and Cosmetics sectors, facilitate reciprocal market access between Brazil and Chile, eliminate unnecessary trade barriers, increase trade flows, and ensure product quality, safety, and efficacy.
Negotiations in Brazil were led by the MDIC’s Secretariat of Foreign Trade in partnership with the National Health Surveillance Agency (Anvisa) and supported by the Ministry of Foreign Affairs (MRE). The private sector also played a key role, with participation from the Brazilian Association of the Personal Hygiene, Perfumery, and Cosmetics Industry (ABIHPEC).
Chile is the second-largest destination for Brazilian cosmetics exports in Latin America after Argentina. In 2023, exports to Chile totaled USD 91.7 million, a 17.2% increase from the previous year. Cosmetics make up 10.1% of Brazil’s total exports to Chile.
Conversely, Brazil is the world’s fourth-largest cosmetics consumer market, reinforcing its position as a strategic destination for global cosmetic products.
