Brazil-Egypt ‘Pre-Listing’ Protocol Bolsters Meat Trade Ties

In a significant stride for Brazil’s trade relations, President Luiz Inácio Lula da Silva’s upcoming mission to Egypt heralds a crucial development. The Ministry of Agriculture and Livestock of Brazil (Mapa) secured a noteworthy breakthrough: the “Protocol of Equivalence of Meat Inspection Systems,” commonly known as “pre-listing.” This protocol promises to streamline Brazilian exports of beef, pork, and poultry to Egypt.

During a visit to Cairo last November by the Secretariat of Commerce and International Relations (SCRI) of Mapa, Deputy Secretary Julio Ramos held discussions with Saad Moussa, the Vice Minister of International Relations at Egypt’s Ministry of Agriculture. It was during this diplomatic exchange that progress toward securing the protocol was made. Notably, the announcement of the opening of Egypt’s market for fish and derivatives was also made during this visit.

Roberto Perosa, Secretary of Commerce and International Relations at Mapa, underscored the significance of this milestone, stating, “The ‘pre-listing’ underscores the tremendous confidence in Brazil’s sanitary control, particularly in the Federal Inspection Service (SIF), esteemed by over 150 importing nations. Egypt, a key importer of Brazilian beef and the leading market for our poultry underscores the robustness and potential of our trade relations. Last year alone, we achieved the opening of four new markets in Egypt, including cotton.”

Before this agreement, the renewal of export authorization for Brazilian establishments, as well as the approval of new processing units, involved costly on-site audits by Egyptian authorities. This cumbersome process not only imposed financial burdens on Brazilian exporters but also strained the resources of Mapa’s Federal Agricultural Inspection Auditors while constraining the number of establishments authorized to export to Egypt. Since 2019, approximately 30 Brazilian establishments awaited authorization, forming a backlog.

The formalization of the pre-listing agreement was facilitated by key stakeholders, including Brazilian Ambassador to Cairo Paulino Franco de Carvalho Neto, agricultural attache Rafael Mohana, and Egyptian Minister of Agriculture and Land Reclamation Mohamed Sayed El-Quseir.

In 2023, Brazil’s exports to Egypt surpassed US$ 1.7 billion, with meats accounting for over US$ 384 million, constituting 22% of the total. This achievement reflects the symbiotic collaboration between the Ministry of Foreign Affairs (MRE) and Mapa, underscoring Brazil’s commitment to fostering robust trade relations with strategic partners like Egypt.
