Brazil Enacts Provisional Measure Allowing Direct Imports of Auto Parts

Brazil’s President of the Republic, Luiz Inácio Lula da Silva, issued Provisional Measure (MP) 1,249/2024, allowing the direct import of auto parts not produced in Brazil. This amendment to the Green Mobility and Innovation Program (Mover) was included in the Official Gazette of the Union on Monday (5).
The Mover program, outlined in Law 14,902 of 2024, includes a specific chapter on the regime of auto parts not manufactured domestically. The new measure permits imports to be conducted directly by companies authorized through order or account and order modalities.
Under the revised legislation, companies interested in importing must invest 2% of the customs value in research, development, and innovation projects within priority programs supporting industrial and technological development in the automotive sector. According to MP 1,249/2024, which takes effect immediately, the investment obligation may fall on either the ordering or purchasing company of the imported part.
