Brazil reaches a never-seen-before number of private use terminal contracts

The Brazilian Federal Government, through the Ministry of Infrastructure, achieved two previously unheard-of milestones in 2021: the signing of 52 authorization contracts for the operation of private use terminals (TUPs) and the receipt of R$ 12.4 billion in private investments. Last year, 17 new authorizations and 35 contractual amendments were issued for projects spanning 14 Federation units across all regions of Brazil.

Between new contracts and adjustments, the rise was 5.86% over the previous year. Furthermore, the performance in 2021 exceeds that recorded in 2018, which was previously the record holder since the implementation of the Ports Law (Law 12,815/2013). At the time, 34 TUPs with a total investment of R$ 11.38 billion were permitted.

Highlights in the year

Porto Central (ES) is one of the three projects that received the most relevant funding. With an additive term of R$ 4 billion, the port reached R$ 6.2 billion in investments. The terminal is tripling in size, consequently increasing its capacity to handle containerized cargo, solid, liquid, and gaseous bulk.

The Brites Port Terminal (SP) also stood out, with R$ 2.8 billion in financial contributions, investments to extend the area and a shift in the profile for multi-cargo (excluding containers).

The Private Use Terminal of the State of Bahia, located in Ilhéus, is a new addition to the ranking. This is a new authorization with a broad cargo and solid and liquid bulk profile and a R$ 2 billion investment.

Forecasts

Based on new contracts, greenfields, and regularizations, the National Secretariat of Ports and Aquaviary Transport (SNPTA) forecasts R$ 38.9 billion in private port investments in 2022. The portfolio of contracts that the Brazilian government could sign could total 53 projects, including new and incremental ones.
