Brazilian Navy Engages with 125 Vessels in Week One of GLO Operation at Port of Santos

The Brazilian Navy released a report on the first week of Operation Lais de Guia, part of the Law and Order Guarantee Operation (GLO in Portuguese) enacted by the Federal Government, at the Port of Santos from November 6 to 12. In support of the Federal Police and Federal Revenue actions, 125 vessels were approached. Six were seized for improper documentation, 582 vehicles were inspected, 20 interagency measures were implemented, and eight merchant ships’ hulls were inspected using divers.
The GLO operation was established by Decree 11,765, signed by President Luiz Inácio Lula da Silva on November 1. It began on the 6th and will run until May 3, 2024, to combat drug and arms trafficking, among other illicit activities, in ports and airports.
For the Port of Santos, 535 Navy personnel were deployed, including a significant number of marines, operating at sea and on land within the port complex’s polygonal area, forming the Santos Task Group. The operation runs 24/7, conducting land and sea patrols, establishing transit control points on routes and access gates to the port, as well as naval inspections in the channel and anchorage areas.
Intensified actions
According to the Navy’s Port Captaincy, actions “will be intensified in the coming weeks, utilizing state-of-the-art equipment on naval vessels and those operated on land by marines.”
The Port Captaincy also emphasized that “Law and Order Guarantee operations temporarily grant the Armed Forces the power to act as police, within a restricted area and for a limited time, with the aim of, in conjunction with public security agencies, preserving public order and the integrity of the population and ensuring the regular functioning of institutions.”
The Navy collaborates with the Federal Revenue, Federal Police (PF), Federal Highway Police (PRF), National Waterway Transportation Agency (Antaq), Port Authority of Santos (APS), and the State Commission of Public Security in Ports, Terminals, and Navigable Waterways (Cesportos-SP).
In addition to the Port of Santos, the GLO mission also takes place at the ports of Rio de Janeiro and Itaguaí (RJ).
Overall Figures
The Navy has approximately 1,900 personnel and 120 assets, including patrol ships, various types of vessels, and vehicles from the Marine Corps, such as the state-of-the-art JLTV armored vehicles and special 8×8 wheeled armored vehicles.
Across all ports, 505 vessels were approached, 11 docked ships were inspected with divers or dogs, and 4,368 vehicles were approached.
Additionally, 61 integrated actions brought together the Brazilian Navy and other federal agencies operating in the ports.
