Brazilian senate postpones vote on bill to regulate pilotage activity

The Brazilian Senate Infrastructure Committee has postponed the vote on bill PL 877/2022, authored by Senator Nelsinho Trad, which deals with regulating pilotage activity in the country. A meeting was held on Tuesday, but it lacked the necessary quorum. No new date for voting on the matter has been announced.
Pilots are professionals responsible for the maneuvers of vessels in ports.
The author of the bill proposes changes to Federal Law 9.537 from 1997. In the bill, Trad justifies that the objective is to “regulate relevant aspects of the pilotage activity in the country.”
Although the federal law “only makes passing references to the service as mentioned earlier,” the senator contends, “we understand that the volume of Brazilian maritime traffic and the need to ensure the competitiveness of our ports and the maintenance of safety in our waters demand a clearer and more detailed standardization of the pilotage service.”
Trad proposes that the Maritime Authority regulate all necessary qualifications for conducting pilotage, as well as establish parameters in terms of remuneration to establish the number of professionals year after year.
The proposal also includes regulations for individuals who want to participate in the selection process for the pilot practitioner category. Additionally, after completing 20 years of service, pilots would be granted the same level of precedence and equivalence as the long-haul captain category in the Merchant Navy.
At Tuesday’s meeting, Senator Weverton Rocha, who is responsible for presenting the bill to the committee, gave his positive opinion on the bill’s approval. However, he proposed an amendment that excludes professionals who the Maritime Authority has already authorized from participating in the pilot practitioner selection process. The senator explained that this amendment aims to provide a sense of security to ensure that no confusion or misunderstandings arise.
When contacted by the press, the São Paulo Pilotage, which covers the services provided in the ports of Santos and São Sebastião, stated that it would not comment on the bill under consideration in the Senate.
