Brazil’s ANP changes resolution concerning hydrocarbon chain imports

The Board of Brazil’s Agency of Petroleum, Natural Gas, and Biofuels (ANP) has approved an amendment to Resolution No. 777/2019, which regulates the international trade of biofuels, oil, derivatives, and natural gas derivatives. It now includes regulations for the prior approval of import and export requests.
A note released by the regulatory Agency on the 22nd highlighted that “with the amendment, the participation of foreign trade agents (importers) in the importation of liquid hydrocarbon chains for fuel formulation becomes explicit.”
The ANP discovered an error in the initial wording of a document approved by the Collegiate Board in 2019. Even though the document was developed with contributions received during a public hearing, which allowed foreign trade agents to import liquid hydrocarbon chains for fuel formulation, the final version unintentionally omitted this provision.
The technical department of the Agency expressed approval for the correction, and the Collegiate Board officially endorsed this decision. Furthermore, since the resolution’s publication, all import licenses granted by the Agency to foreign trade agents have been confirmed as valid.
Imported liquid hydrocarbon chains intended for fuel formulation can only be traded by importers authorized by the ANP, specifically petroleum refiners, petrochemical raw material centers, and fuel formulators.
