Brazil’s Antaq Approves Construction of Port At Arroio do Sol

On Thursday (04), the National Waterborne Transportation Agency (ANTAQ) granted approval to Porto Meridional Participações S.A.’s request to construct and manage the ‘Porto Meridional’ (Southern Port in a free translation) in Arroio do Sal, under the Private Use Terminal (TUP) model.
The port’s purpose will be the handling and storage of solid bulk, liquid/gaseous bulk, general cargo, and containerized cargo. In the process analyzed at the 562nd meeting of ANTAQ’s board of directors, objections and requests for denial of the request were considered. However, the agency maintained its favorable vote for the authorization of Porto Meridional in progress.
The rapporteur of the process, Caio Farias, presented a favorable opinion, which was supported by the other members of ANTAQ’s Board of Directors. Farias emphasized that the process met the legislation requirements, making way to sign an accession contract between the Ministry of Ports and Airports and Porto Meridional Participações to construct Porto Meridional.
In his vote, Farias accepted the recommendation of director Flávia Takafashi to the Ministry of Ports and Airports, to evaluate the impact of the license on the performance of previously set planning guidelines and public transportation policies in the region.
The concern relates to the questions raised by the Municipality and City Council of Rio Grande, jointly with Portos RS, the Union of Workers in the Port Service of Rio Grande, and the Port of Imbituba, regarding competitive issues:
“Porto Meridional has cleared both stages of ANTAQ’s assessment process, including the public announcement and locational feasibility. Competitive matters fall under sectoral policy decisions, not regulatory ones,” he concluded.
The Vice Mayor of Arroio do Sal, Zeca Martins, says that the city is doing its part in the process. Porto Meridional Participações S/A has been making “great strides” in obtaining licenses for the construction of the port terminal. Matters such as the draft concession agreement, to be entered into with the Union, and the reference document issued by IBAMA, will receive their respective approvals by mid-October of the current year.
