On October 6, Governor Elmano de Freitas signed a Memorandum of Understanding with the companies GoVerde Energia and Apollo Asset, represented by GoVerde’s Director of New Business, Ricardo Junqueira. The deal aims to facilitate the production of green energy and green ammonia – a clean alternative obtained from green hydrogen – at the Pecém Industrial Port Complex (CIPP) in the Metropolitan Region of Fortaleza.
Also present at the signing ceremony were the Secretary of International Relations of Ceará, Roseane Medeiros; the Executive Secretary of Energy at the Infrastructure Secretariat, Adão Linhares; the Executive Secretary of Industry at the Economic Development Secretariat, Joaquim Rolim; the Vice President of CIPP, Rebeca do Carmo Oliveira; GoVerde’s Counselor, Lúcio Gomes, among other officials.
Upon signing the memorandum, the governor stressed the impact of the project’s installation on the green hydrogen chain. “GoVerde intends to invest in green energy and ammonia production for export. The implementation of this project is another important step for what we aim for: Ceará as a global reference in green hydrogen and ammonia production to develop our economy and create more opportunities for our people,” stated Elmano de Freitas.
The project envisions three implementation phases, comprising photovoltaic energy generation, energy transmission, and ammonia production. The total projected investment is R$3 billion.
According to Ricardo Junqueira, Ceará offers many competitive advantages in the realm of green economics. “The idea is to build an energy generation park with a dedicated line for exporting green ammonia to end customers, which we have already identified. We hope to be pioneers in green ammonia production in the state, which has many competitive advantages and the capacity to deliver green ammonia to the United States and Europe,” he said.
The company intends to produce 40 tons of green ammonia per day in the project’s first phase. “In the second phase, it would be another 250 tons per day, and another 200 tons in the third phase,” Junqueira said.
GoVerde Energia conducts studies, develops, and implements projects in the cogeneration segment using solar energy. Since 2015, they have been executing GreenField projects. The company manages 120 Distributed Generation plants in various development, operation, and construction stages. They operate in 14 states, including Ceará, managing 325 MWp in 21 distribution companies.
Apollo Asset, the majority shareholder of GoVerde, is a multinational investment company focused on creating long-term value with an emphasis on maximizing the potential of brands and businesses. The company and its partners have a solid track record of generating value through operational excellence, deep industry knowledge, and an extensive global network. They have over 15 years of experience investing in various sectors in Brazil.

So far, 33 memorandums have been signed with national and international companies, indicating investments of over US$30 billion (R$145.7 billion). Three pre-contracts have already been established, with an estimated investment of US$8 billion (R$38.8 billion). The green hydrogen (H2V) production at the Port of Pecém has a projected installed capacity of 6 gigawatts by 2034.
