China will not renew anti-dumping duties on Brazilian chicken

Brazil’s Ministry of Development, Industry, Foreign Trade and Services (MDIC) said Tuesday that it had been informed of the Chinese government’s decision not to renew the anti-dumping measure imposed on Brazilian exports of chicken products since 2019. According to the ministry, the measure stopped being applied on the 17th and corresponded to a surcharge on the value of the imported product, ranging from 17.8% to 34.2%, depending on the exporting company.
The ministry also reported that 14 Brazilian companies had entered into “price commitments” with the Chinese government, “committing themselves to maintain prices above a pre-established minimum level.” “The withdrawal of the measure excludes the additional tariff. These measures hindered the competitiveness of Brazilian products in the Chinese market.”
According to MDIC’s note, “the Brazilian government acted actively with the Chinese authorities in various forums and during the bilateral cooperation mechanisms in 2023, obtaining a favorable decision.”
Brazil is the world’s largest exporter of chicken, and China is its main destination. Last year, the Asian country bought 679,000 tonnes of chicken from Brazil, generating revenues of more than $1.9 billion, the ministry said.
“We see the overcoming of the barrier as positive,” Marcio Elias Rosa, executive secretary of MDIC, told Valor. “The trend is to increase participation in the Chinese market, which is the second largest consumer of chicken [in the world].”
According to Mr. Rosa, the issue was discussed during President Lula’s visit to China last year. It was also discussed at the 9th ministerial-level meeting of the Economic and Trade Subcommittee in Beijing. “The evolution of the understandings is due to the closer relations that have taken place over the last 12 months,” he said.
According to the MDIC, the end of anti-dumping duties “makes Brazilian chicken exports more competitive in this market and also opens up new opportunities for other Brazilian producers who, even with their approved slaughterhouses, were unable to compete due to the anti-dumping duties imposed.”
In a statement, the ministry also said that the non-renewal is positive for the poultry sector and for Brazil’s economic and trade relations with China. “Brazil remains committed to maintaining an open and constructive dialogue with Chinese partners, seeking opportunities for cooperation and sustainable development in trade relations,” it added.
