China’s Upcoming Inspection May Open Doors for Exports from Brazilian Meatpacking Plants

The Ministry of Agriculture expects that China will approve a new batch of Brazilian meatpacking plants for export after an inspection scheduled to begin on December 1, next Friday, in plants across Brazil, according to Roberto Perosa, the Secretary of Commerce and International Relations (SCRI) of the ministry. “Brazil has 79 meatpacking plants eligible to export to China, accredited in the system. The decision for authorization lies with China. China will visit 18 plants, three for confirmation of authorization, another 11 beef plants, and four pork plants that are not yet authorized,” he said in a press conference to review the ministry’s actions for the year. The Chinese authorities chose the itinerary of units to be visited.

According to the secretary, although China’s new inspection is limited to 15 units, there is an expectation that the authorization of plants by the Asian country will be expanded beyond the inspection list. “China told us that, depending on the result, it may authorize the entire batch. They did not specify whether they would issue authorizations on a plant-by-plant basis or by sampling,” he explained. “We assume that once the plants are accredited by the ministry in the system, there would be no objection. Therefore, we are confident they could authorize more plants beyond those included in the inspection. We await the arrival of the Chinese delegation to start discussions,” he noted.

According to the secretary, China responded that they may authorize an additional batch if they find good conditions in the 15 plants visited. “They did not say how many would be in this additional batch, but we expect that there will be such a batch,” he observed.

The Asian country disregarded the list of 20 plants sent by the Brazilian government at the end of August and is reviewing more than 50 units, according to information from the health authority conveyed to the ministry. Perosa recalled that China authorized four new Brazilian plants this year and lifted the suspension of two meatpacking facilities.
