Congress Approves ‘Fuel of the Future’ Bill, Promoting Low-Carbon Transportation

Brazil’s House of Representatives approved on Wednesday (13) a Bill known as the “Fuel of the Future,” which, among other things, proposes a set of initiatives to promote sustainable low-carbon transport and reduce greenhouse gas emissions (GHGs). Congress approval will bring benefits to all sectors, especially across transportation modes. The bill text will now be put up for vote by the Federal Senate.
The Bill includes, among other actions, the National Sustainable Aviation Fuel Program (ProBioQAV), and the National Green Diesel Program, also creating a legal framework for Carbon Capture and Storage (CCS). The impact on energy transition in the aviation and waterway sectors will be significant in terms of reducing carbon emissions across their production chains.
Minister of Ports and Airports, Silvio Costa Filho, emphasized that the measure’s approval is key to accelerating decarbonization and aligning development goals with environmental needs. “This is a great opportunity for Brazil to show the world the potential to invest in and develop actions focused on sustainability and legal security,” he indicated.
“The ministry has a wide roster of major initiatives in our ports, airports, and waterways. All of our projects engage with sustainable practices, such as producing renewable aviation fuel, green waterway corridors, and the pursuit of decarbonization in our ports,” he added.
Sustainable fuel
Signed last September by President Lula in a ceremony attended by Minister Silvio Costa Filho, the project offers important initiatives in encouraging research, production, and use of sustainable energy, as well as setting targets for reducing greenhouse gas emissions (GHGs).
Innovatively, the proposal stipulates that, from 2027 onward, airlines must reduce greenhouse gas emissions in their domestic operations through the use of SAF (Sustainable Aviation Fuel), starting with 1% and reaching 10% by 2037.
