Deadline for prospective Port of Santos Internal Railroad operators closes on the 29th

On Thursday, Sept. 29, the Santos Port Authority will close the registration period for companies interested in managing the Internal Railroad of the Port of Santos (Fips). An associative contract is a possibility, with all parties sharing costs and operations.

The public call was opened on Sept. 5, and the number of applicants has not yet been announced. Companies must forward their data to the email [email protected], presenting the list of documents provided in the statute.

According to the SPA, companies that meet all requirements and are committed to investing at least R$ 891 million in the project will be able to integrate the administration of Fips, allowing the expansion of the cargo handling capacity in the coming years.

The company must also guarantee cooperative management, administrative and operational self-regulation, reversal of profits in the pursuit of its core activity, and permeability to new entrants with public calls for proposals every two years.

Projections

SPA’s estimate is to sign the contract later this year. Several interventions should be initiated soon after the approval of the executive project.

Among them are constructing a rail yard between Canal 4 and Ponta da Praia, with three railway tracks serving the pulp terminals; viaducts to avoid level crossings in the Canal 4 region; pedestrian walkways connecting Canal 4 and Ponta da Praia.

Implementing the balloon loop, two viaducts, and a footbridge in the Outeirinhos region is also on the list, as well as pedestrian walkways near the market channel and at the Santos Customs and also a new road at the second entrance to the Port of Santos, in Saboó.

Current scenario

The audit court TCU has decided not to renew the current contract for managing and operating the port’s internal railroad. The term will expire in June 2025. Currently, the railway capacity of the Santos port complex is 50 million tons per year. It has already reached 94% utilization, operating close to the limit.

There is a need to handle 115 million tonnes per year to accommodate the loads that arrive in Santos through the railroads operated by MRS, Rumo, and VLI.
