A presidential decree published in the Official Federal Gazette on Monday, July 26, expands the list of medical, hospital, and hygiene products whose export is prohibited, as they are considered “essential to combat the Coronavirus epidemic in Brazil”.
The inclusion of new products in the list was possible thanks to the alteration of law 13,993, approved by the National Congress in March 2020 and sanctioned in April of the same year, by President Jair Bolsonaro.
In effect for the duration of the public health emergency, the law, in its original form, prohibits the export of mechanical pulmonary ventilators and circuits; hospital beds; multi-parameter monitors, and personal protective equipment (PPE) for use in healthcare, such as latex gloves, nitrile gloves, waterproof aprons, goggles, caps, surgical masks, and face shields.
The products now included in the list are 0.9% sodium chloride solution, in a vial/ampoule with a volume equal to or less than 10 ml; syringes, needleless, plastic, with a capacity of 1 ml; syringes, without needle or with 22Gx1″, 23Gx1″ or 24Gx3.4″ plastic needles, with a capacity of 3 ml; and stainless steel hypodermic needles, with a dimension of 22Gx1″, 23Gx1″ or 24 Gx3.4″.
