The Brazilian government has ruled out the privatization of the Port of Fortaleza, according to the Minister of Ports and Airports, Silvio Costa Filho, who visited Ceará to discuss the auction of the port’s passenger terminal.
“The recommendation is not to privatize the port. We will improve the port’s governance and seek private partners, as we have always done. In fact, it’s the private partners who handle the operations,” Costa Filho stated.
According to the minister, there are plans to invest in the port’s infrastructure, particularly in dredging works and improvements in the access points. “We are working on the investment of a new concession area that will bring in an investment of over R$350 million,” he said.
The Ceará Port Company, a public entity linked to the Ministry of Ports and Airports, is the port authority of the Port of Fortaleza.

Minister Silvio Costa Filho and CEO Lucio Gomes signed the commitment term regarding the auction of the Maritime Passenger Terminal held on August 11, 2023. The area for passenger movement and entertainment activities is in the process of being granted to the ABA Infra group for 25 years. The facility has included the capital of Ceará in the international cruise route.
The ministry took advantage of the agenda to announce an investment of R$3.2 million in the facility. According to the Port Company, the terminal requires restoration work to return to its original standards when it was inaugurated.
