Government tightens rules for importing lemons from Portugal

The Ministry of Agriculture and Livestock (MAPA) published Ordinance SDA/MAPA No. 1,246/2025 in Brazil’s Official Gazzette on Monday (24). The measure establishes new phytosanitary requirements for the importation of fresh lemons from Portugal. It aims to prevent the introduction of pests and protect Brazil’s citrus industry.

Effective immediately, all imported shipments must be accompanied by a Phytosanitary Certificate (PC) issued by Portugal’s National Plant Protection Organization, certifying the absence of quarantine pests and diseases. Additionally, an additional declaration will be required, confirming that the fruit has been inspected and is free from six high-risk pests, including Thaumatotibia leucotreta (false codling moth) and the South African citrus thrips.

Shipments will be inspected at Brazilian ports and airports. If pests are detected, the cargo may be returned, destroyed, or lead to a temporary suspension of imports.

The new regulation responds to concerns from Brazil’s agricultural sector, which warns that foreign pests could threaten domestic citrus production. Importers and traders will need to adhere to stricter protocols to avoid delays and additional costs during cargo clearance.

The ordinance is already in effect, and the Ministry of Agriculture may expand inspections to ensure compliance with the new requirements.
