Group in the Chamber of Deputies studies new legislation for ports

Brazil’s lower house, the Chamber of Deputies, established a committee of jurists last week to draft a bill for revising the legal framework controlling the direct and indirect operation of ports and port facilities by the Union.

The group will be chaired by Douglas Alencar Rodrigues, a minister of the Superior Labor Court (TST), with the rapporteur being Celso Ricardo Peel Furtado de Oliveira, a judge from the Regional Labor Court (TRT) who hails from Santos.

The committee aims to discuss and present a proposal for revising the legal framework of the sector within 180 days.

Minister Rodrigues noted that the legislation on the port sector is over ten years old and requires modification. “We need to reconsider whether the options from 2013 are still suitable for the major challenges facing the national economy, such as vertical integration and the role of port authorities,” he pointed out.

Rodrigues believes that the centralization experienced in 2013 was beneficial and yielded positive results. “We need to discuss the impact of those measures on the efficiency of national ports. Anything that involves regression, bottlenecks, and delays in port management and operation generates costs, and burdens, and ultimately harms all of us Brazilians. Therefore, it is necessary to review this structure and propose a new legislative framework.”

Collaboration

Judge Celso de Oliveira stated that the proposal would be the result of collaborative work among all committee members.

“It’s not the work of one person; it’s everyone’s work. Now we need to roll up our sleeves and deliver the best project for the country within the designated timeframe.”
