Ibama Strike Disrupts Imported Vehicle Registrations in Brazil

The ongoing strike by employees of the Brazilian Environmental Institute (Ibama) is causing significant delays in the registration of imported vehicles. As the agency responsible for issuing environmental licenses that certify compliance with Brazilian standards, Ibama’s workforce stoppage has left over 50,000 vehicles stranded at ports since January.
Chinese automobile brands, which rely heavily on imports, are among the hardest hit. According to data from the National Registry of Motor Vehicles (Renavam), the BYD Dolphin Mini, which saw 3,139 units registered in April, had only 1,238 units registered as of May 21, a 39.4% decline.
The Haval H6 has also been significantly affected, with registrations plummeting from 1,609 units in April to just 937 units by May 21. Similarly, the BYD Song Plus dropped from 1,699 units in April to 783 units in May, and the Dolphin’s registrations fell from 1,619 to 629 in the same period.
Other manufacturers are feeling the impact as well. Stellantis, in a statement, highlighted the broad repercussions of Ibama’s strike: “Stellantis informs that its brands, like others in the sector, have been heavily impacted by the shutdown of the body responsible for issuing environmental licenses required by current legislation. As a result, imported vehicles are still awaiting the release of the necessary documentation to be sold in the country. We also identified that many orders in the backlog are at risk of being canceled, as there is no estimated delivery date. Stellantis monitors the progress of the issue daily to minimize impacts on dealers and consumers as much as possible.”
Volkswagen and Toyota also face delays. Volkswagen’s Taos SUV, imported from Argentina, saw a slight drop in registrations from 795 units in April to 607 by May 21. Toyota’s Hilux pickup and SW4 SUV, also imported from Argentina, experienced more significant declines. The SW4 saw registrations fall from 1,561 units in April to 757 in May.
In the case of the VW Taos, the drop was not that significant. In April, 795 units registered vis-a-vis 607 until May 21st. That was not the case for the SW4, which saw a difference from 1,561 to 757.
