Michel Mourão Appointed Director of Operations at EPZ Ceará

Attorney Michel Mourão has taken over as Director of Operations at Export Processing Zone – EPZ Ceará. In addition to his experience in private legal practice, Mourão has an extensive background in the public sector.

For Mourão, joining the technical team at EPZ Ceará is not just a major challenge but an exciting professional mission, given that the EPZ is one of the state’s key economic development tools. “I hope to contribute in a broad and effective way to help EPZ Ceará continue advancing in its activities and objectives,” he stated.

Mourão will oversee the Operations, Asset Security, and Environmental and Occupational Safety divisions at EPZ Ceará. One of his primary goals is to foster an export-driven culture, strengthen the balance of payments, and promote technological advancement in Ceará.

“We want EPZ Ceará to keep expanding its operations and objectives, aiming for Industry 4.0, the use of Artificial Intelligence, and the humanization of processes. These efforts will enhance efficiency and agility, making the EPZ more attractive to businesses and strengthening its integration with the Port of Pecém, ultimately generating even greater results,” he explained.

According to Fábio Feijó, President of EPZ Ceará, Mourão’s arrival—along with his extensive experience—will further ensure excellence in customer service and operational execution. “We have a new challenge ahead: improving our operations through innovation and ensuring that the companies we attract have their raw materials and products exported as efficiently as possible,” Feijó emphasized.

Currently, in addition to green hydrogen companies focused on Sector 2, Feijó highlighted that EPZ Ceará is also investing in the knowledge economy, attracting technology-based firms such as data centers. “Our team is now fully prepared to continue executing the Ceará State Government’s strategic plan and, consequently, drive the state’s economic development,” he concluded.

About Michel Mourão

A law graduate from the University of Fortaleza (Unifor), Michel Mourão has worked in private legal practice across multiple sectors, including at Grupo Edson Queiroz and Usina de Laginha (AL). He later transitioned to public service, serving as a legal advisor at the Ceará State Department of Agrarian Development (SDA) and as a prosecutor at the Ceará State Agricultural Defense Agency (Adagri). He also worked at the Instituto Agropolos do Ceará.

At the Ceará State Department of Traffic (Detran-CE), Mourão held leadership positions as Administrative and Financial Director (2021-2023) and later as Superintendent (2023-2025).
