Million-Dollar Investment Promises Improvements to Main Road Leading to the Port of Santos

Last Friday (28), work began on remodeling the main entrance to the Port of Santos, in the Alemoa Industrial area. This entrance is through which all road cargo transported through the complex passes.

The project aims to enhance traffic safety and improve conditions for the 14,000 trucks that travel daily to the port terminals and the municipality’s industrial area.

The total investment in the project is R$13.98 million, with R$10.6 million coming from the State Government and R$3.3 million from the municipality.

The plan includes a complete renovation of Rua Augusto Scaraboto, from Viaduto Paulo Bonavides’s surroundings to the curve directing traffic toward Avenida Engenheiro Augusto Barata.

Project Background

Negotiations for the construction work began a year and a half ago when Mayor Rogério Santos arranged a meeting between leaders of the Baixada Santista, and Vale do Ribeira Autonomous Freight Workers Union (Sindicam-Santos) and the Association of Companies in the Alemoa Industrial and Port District (AMA) with Governor Tarcísio de Freitas, who secured funding for the project.

After further discussions, in May of last year, the group reviewed and approved the project proposed by the Municipal Secretariat for Port Affairs and Employment (Seporte), which the Municipal Secretariat contracted for Infrastructure and Public Services (Seinfra).

Project Phases

Construction is expected to take one year and will be completed in ten phases, each lasting 30 to 60 days.

Work will include drainage, asphalt paving, landscaping, and LED lighting installation during this time. The project will be carried out by the construction firm TMK, contracted by Seinfra.

In the early stages of the project, road closures are not anticipated. Initially, only minor detours and lane narrowing are expected.

The city’s traffic authority (CET) will deploy four agents, possibly increasing this number depending on the complexity of the work. Additionally, the Port Guard will assist, as the road, while under municipal jurisdiction, is directly connected to the port area.

Project Details

The project’s first steps will involve mechanized land clearing, continuous soil shoring, manual excavation of marshy soil in open fields, and both mechanized and manual trench excavation.

On the right side of the viaduct, planned works include laying pipes, installing 140 meters of prefabricated concrete culverts, repairing stormwater inlets, constructing new drainage systems, and rehabilitating maintenance access points.

The drainage system will also be reinforced by installing Reno mattresses at the drainage bed and projected concrete on the embankments.

A total of 5,268.50 m² of asphalt, 771.50 m² of sidewalks, 889.50 meters of gutters, and 227 meters of curbs will be demolished.

The new asphalt pavement will cover 9,784.84 m², while 3,052.50 m² of sharp-curve sections and terminal access points will receive rigid concrete paving.

The road will also feature 3,260.37 m² of compacted and leveled surface, with 3,173.80 m² of concrete sidewalks built according to the “Calçadas para Todos” accessibility standard. Additionally, 25.50 m² will be covered with tactile hydraulic tile flooring.

The lighting system will be upgraded with 34 LED lamps, each with a minimum lifespan of 50,000 hours. Landscaping improvements include soil leveling and the installation of emerald grass turf.

Other planned enhancements include aluminum composite road signage, galvanized steel mesh fencing under the viaduct, and protective mesh railings at the viaduct’s endpoint to guide and safeguard pedestrians.
