MInfra: public and private resources are modernizing Brazil’s infrastructure

According to the latest edition of “Caderno Transportes,” a publication by the Ministry of Infrastructure (MInfra) that provides an annual overview of works, actions, and investments, the combination of public and private investments was critical to modernizing national transportation in 2021. The new edition was launched by MInfra this Thursday (3) and marked the 10th anniversary of Caderno Transportes.

Brazil’s Infrastructure Minister, Tarcisio Gomes de Freitas, notes that the Federal Government attempted to maintain fiscal responsibility in yet another year of budget constraints, prompting MInfra to creatively modernize the country’s infrastructure. On the one hand, public modernization projects were maintained, while the Ministry increased asset transfers to private agents.
As a result, 108 projects spanning all modes of transportation were either partially or entirely finalized throughout the year, focusing on the paving, duplication, and revitalization of over 2 thousand kilometers of federal highways. In addition, MInfra successfully auctioned off 22 airports, one railroad, 13 port terminals, and three highways.
With these concessions, the Federal Government guaranteed R$ 6.27 billion in grants and R$ 36.32 billion in investments.
The Ministry’s creativity can also be seen in normative updating. For example, with the approval of the Legal Framework for Railways – Law nº 14.273/2021, which established the current railway authorization regime, MINfra received 76 requests from private players to construct new railway lines. Of the total number of applications submitted, 27 railways across the country have already been authorized to build and operate.
Private participation grows
“Caderno Transportes 2021” indicates a growth trend in private investments among all segments. For example, R$ 1.98 billion of private capital was destined to Brazilian waterways, compared to R$ 669.1 million of public resources.
