Minister signs protocol to transfer cruise terminal in Santos

The Minister of Ports and Airports, Silvio Costa Filho, signed a protocol of intent on Friday (5) to transfer the Giusfredo Santini Maritime Passenger Terminal from the Outeirinhos region to Valongo, in Santos. This document, presented during the inauguration of Valongo Park, formalizes the commitment of the Port Authority of Santos (APS) and the tenant Concais to the relocation.
APS President Anderson Pomini and Concais CEO Luis Antônio Floriano also signed the protocol. The next step involves having the National Waterborne Transport Agency (Antaq) analyze the location transfer.
Costa Filho emphasized that moving the cruise terminal to the central region of Santos is an “urgent necessity.” However, the decision hinges on resolving several pending issues, including the future of the STS1 O terminal, which will occupy part of the area.
“We initiated a broad discussion with the Civil House to qualify this area,” the minister said. “From there, we’ll talk about the modeling and whether we should proceed with STS1O for strategic densification of the area. We are still in the discussion phase, and there will be no negative impact on the passenger terminal, which is expected to cost R$1.4 billion,” he added.
Pomini noted that public feedback regarding the Concais terminal was favorable. “The Port Authority will forward a proposal to the Ministry of Ports, Antaq, the Federal Court of Auditors (TCU), and other regulation bodies for review,” he highlighted.
He emphasized that, as stated in the signed protocol, the Port Authority and Santos City Hall have made the political decision to move forward with the transfer. “Of course, this depends on the approval of the Ministry of Ports, control bodies, and particularly the technical assessment bodies.”
Proposal
If repositioned to Valongo, the cruise terminal, including all necessary infrastructure, will extend from 41,895 square meters to 85,000 square meters.
This relocation would call for an investment of R$1.41 billion (to be adjusted during the construction phase) in new buildings and access points to accommodate cruise ships. This amount will be divided as follows: Concais would invest R$662 million, with APS contributing R$748 million.
According to the relocation request filed by Concais with the support of APS and Santos City Hall, Concais would need to assemble a parking garage, interconnection walkway, passenger terminal, and boarding walkway. APS would handle cold ironing (an onshore connection to supply electrical energy to docked ships), pier reinforcement, and dredging.
The new terminal would have the capacity to operate up to three ships simultaneously, accommodating 6,000 passengers.
