Ministry of Ports Joins Special Committee on Future Fuel Regulation

The Federal Government has officially established the Permanent Technical Committee on Future Fuel (CTP-CF), as announced in the Federal Official Gazette (DOU) this Thursday (19). The Ministry of Ports and Airports, under the leadership of Minister Silvio Costa Filho, will be part of the committee that will participate in discussions on regulations for the Future Fuel initiative.
The committee’s creation was formalized through a directive issued by the National Energy Policy Council (CNPE) and signed by the Ministry of Mines and Energy (MME). Among its responsibilities, the committee will define Carbon Intensity Values (ICE) for energy sources and regulate the use of liquid and gaseous fuels, as well as electric energy, to meet the targets of the Mover Program.
Minister Silvio Costa Filho emphasized the importance of discussing and proposing environmentally focused solutions, leveraging new technologies to optimize the use of sustainable energy sources.
“The Ministry of Ports and Airports’ involvement in this committee is essential for the development of Future Fuel. We are at a crucial moment where we must rethink how we use natural resources to produce fuels for port and airport terminals. We need solutions that minimize environmental impacts,” stated the minister.
Key Areas of Regulation
The committee will oversee several important topics, including:
Establishing Carbon Intensity Values (ICE) for energy sources; Regulating the use of liquid and gaseous fuels and electricity to achieve Mover Program goals; Introducing decarbonization mandates, including Sustainable Aviation Fuel (SAF) and biomethane; Setting volume participation targets for green diesel relative to commercially available diesel; Coordinating testing for fuel blends such as E35 (35% anhydrous ethanol mixed with gasoline) and B25 (25% biodiesel mixed with fossil diesel).
About the Committee
The committee was created to ensure agility, transparency, and legitimacy in actions required to regulate provisions in the Future Fuel Law (14.993/24). This law, sanctioned by President Luiz Inácio Lula da Silva in October, was developed by the Ministry of Mines and Energy (MME).
The MME will coordinate the CTP-CF, which includes representatives from the following organizations:
Presidency of the Republic’s Civil House; Ministries of Agriculture, Livestock, and Supply; Science, Technology, and Innovation; Finance; Foreign Affairs; Environment and Climate Change; Agrarian Development and Family Farming; Development, Industry, Commerce, and Services; and Transport; National Agency of Petroleum, Natural Gas, and Biofuels (ANP); National Civil Aviation Agency (Anac); Energy Research Company (EPE); Brazilian Institute of Environment and Renewable Natural Resources (Ibama); National Institute of Metrology, Quality, and Technology (Inmetro); Office of the Attorney General of the Union (AGU).
