MPor Receives Proposal from APS for Historic Expansion of the Port’s Polygon, Including Areas Totaling 12.6 Million m²

Port of Santos Plans Unprecedented 162.4% Growth with New Polygon.
On Thursday (12/12), the Minister of Ports and Airports (MPor), Silvio Costa Filho, and the President of the Santos Port Authority (APS), Anderson Pomini, announced a proposal to incorporate areas in four municipalities, covering a total of 12.6 million m², into the Organized Port’s Polygon. This expansion could increase by 162.4%. Currently, the Port covers 7.8 million m². The proposed expansion would, in the long term, effectively create nearly two additional ports, spanning five cities.
A Technical Note on this matter includes studies and opinions related to this initiative, which the National Ports Secretariat (SNP) of MPor has sent for review and approval. Several documents with detailed information, including contributions to Public Consultation No. 01/2024 for revising the Organized Port area, were also submitted.
The Minister emphasized that the initiative addresses the need for efficient and assertive port planning, in line with guidelines for operational efficiency and the integration of Ports and Cities. “The Port of Santos benefits, and so does Brazil,” said the Minister.
Anderson Pomini, the APS President, pointed out the interdependence between the polygon and the design of the Development and Zoning Plan (PDZ): “The PDZ’s mission is to define the land use of areas affected and unaffected by port operations, following the polygon’s boundaries, thus planning and ensuring the future of the largest port in the Southern Hemisphere. We are looking toward the future with the necessary boldness to ensure an even stronger port for future generations,” he said.
Until July 2020, the Organized Port area was defined by Decree 4,333/2020. In 2021, the topic was widely debated, and after two ordinances, the Port incorporated and later excluded approximately 6 million square meters from the polygon within a 10-month period (from January to October 2022).
Now, the current administration aims for an unprecedented expansion of the areas to attract new investments, generate jobs, and make the Port of Santos even more competitive and efficient, while always respecting legislation and ESG principles.
