MPOR reverses ban on outsourcing security and surveillance at Public Ports

The Minister of Ports and Airports has decided to revoke Regulation No. 408, dated September 6, 2023, which prohibited the outsourcing of security and surveillance activities in Federal public ports based on recommendations from the Ministry of Management and Innovation in Public Services and formal deficiencies identified by the Legal Consultancy during the process.
This decision was made taking into account that the six federal state-owned companies – Companhia Docas do Ceará (CDC), Companhia Docas do Pará (CDP), Companhia Docas do Rio de Janeiro (CDRJ), Companhia Docas da Bahia (Codeba), Companhia Docas do Rio Grande do Norte (Codern), and Santos Port Authority S.A. (SPA) – could, according to the Secretariat of Coordination and Governance of State-Owned Companies of the MGI, face repercussions concerning their respective budget forecasts, employee benefit plans, and supplementary pension plans, among other aspects related to the management of these companies.
Given the complexity and seriousness of the matter, the Ministry will establish a permanent forum for discussion with port workers to address the issue with the necessary depth and legal certainty, listening to their demands and finding the most appropriate solution.
