Petrobras terminal to generate 12,000 jobs in the Port of Santos

The construction and operation of Petrobras’ new liquid bulk terminal on the right bank of the Port of Santos will generate 12,000 jobs (direct and indirect positions included), according to EPL, Brazil’s Federal Government-owned planning and logistics company.
The STS08A will be in a 338.2 thousand m² area in Alemoa, acquired by Petrobras in an auction held in November of last year per the payment of a R$ 558.2 million grant to the Santos Port Authority (SPA).
The lease, signed on March 23, will be valid for the next 25 years. Expected investments amount to R$ 625.7 million by 2026.
“The investments in the STS08A terminal will increase the supply of berths in the Alemoa region, which is home to the cluster of mineral liquids on the right bank of the Port of Santos, by 50%. As a result, STS08A closes a long-standing capacity gap, securing the supply of the Port of Santos’ entire hinterland,” stated SPA.
Revenue
Petrobras confirmed, on the 31st, that the company hope to obtain R$ 7.2 billion in revenue from activities held at the site. But, in addition to the grant and investments, Petrobras will pay SPA another R$ 4.3 million per month for the right to run activities in the area and as compensation for the disposal of the site. Also, Petrobras will pay another R$ 9.28 per tonne of cargo.
Even though no other company offered a bid for the port area, the auction of the STS08A lot is considered the largest port lease tender held in the last 20 years.
Strategic Plan
The terminal is part of Petrobras’ Strategic Plan until 2026. The company considers the area critical for the flow of goods from the four refineries in São Paulo because of its strategic location, near the country’s most liquid derivatives markets.
Transpetro, a Petrobras subsidiary responsible for part of the production flow from São Paulo refineries, as well as for the distribution of part of the Liquefied Petroleum Gas (LPG) in the Southeast region, runs operations at the site.
According to the auction notice, Petrobras will be required to make 11 improvements to the facility. The proposed investments include replacing long sections of pipe, repairing refrigerated tanks, the safety automation of barge piers, and installing a new fire-fighting system with new pumps.
Larger works are also anticipated, such as the installation of 14 new loading arms (used to move liquid products between the pier and the ship) on the two existing berths, which will replace the ones that have been in operation since 1973, as well as the building of two new berths.
Petrobras will also make improvements to the drainage system and effluent treatment.
