Police investigate possible fraud at CDRJ

On Thursday, October 21, the police launched Operation Freeware to investigate possible corruption in bidding procedures and in contracts signed by Companhia Docas do Rio de Janeiro (CDRJ) for the provision of port administration modernization services.
In a note, the police stated that audits by the Federal Court of Accounts (TCU) and CDRJ internal audits show that “there is a strong probability” that technology products contracted and installed by a company contracted by CDRJ “are just software products that are already available in the federal public administration, such as the SEI electronic information system”. It appears that no contracted products were actually developed following the company’s signing of the R$17 million contract with CDRJ.
According to the police, the investigation began in 2019 and is based on TCU audits which point to evidence of electronic auction fraud. This can result in any civil servants involved in the scheme being held accountable.
Approximately 20 federal police officers are involved in the investigation involving four search-and-seizure warrants: three in the city of São Paulo and one in Recife (PE), issued by the 7th Federal Criminal Court of Rio de Janeiro.
