Port of Paranagua polygon area change suspended

Brazil’s Ministry of Infrastructure proposed an alteration to the polygon area of the Port of Paranagua but the process for temporarily suspended for adjustments. The proposal took the city’s port community by surprise.
The polygon is the area in which the public activities of a port are concentrated. According to the presented proposal, some zones that are currently private or not under the responsibility of Portos do Paraná, the state-owned port authority, would be included in the polygon limits. Such modification would make some private projects unfeasible, such as Porto Guará and Novo Porto.
The news agency JB Litoral discussed the matter with the Brazilian national secretary of ports and waterway transportation at the Ministry of Infrastructure, Mario Povia. He mentioned that the idea to alter Paranagua’s polygon came from the country’s Planning and Logistics Company (EPL), which is preparing to hold a concession-granting tender of the port’s access channel.
The design suggested by EPL increased the Port of Paranagua polygon on the waterline with no impact on the land whatsoever. However, doing so would bring the entire channel strip within the port’s boundaries. From a bidding point of view, this could be more interesting as it increases the area of operation and, consequently, the potential to collect fees for the future concessionaire.
If the proposal were to move forward, which is unlikely to happen, terminals allocated for private use (TUPs) cleared to operate by the National Waterway Transportation Agency (Antaq) would need a new authorization to function. Otherwise, they would be unable to build a pier and use the port’s maneuvering area.
An online public consultation for collecting contributions was launched on August 26 and was scheduled to last one week, but it was suspended halfway through and will be reopened soon. Povia said that the interruption request came from the public company Portos do Paraná, which requested changes to the proposal.
The CEO of the public company, Luiz Fernando Garcia da Silva, confirmed that the suspension request was made for adjustments. He commented that the team realized that the area expansion proposed by the EPL would interfere with private projects, in addition to posing additional costs in some areas – for example, with the need to dredge TUPs to the shore in the berth region.
Portos do Paraná requested additional changes to the polygon area on the landline in the same public consultation. According to the director-president, the exclusions of minor points of eight private grounds irregularly inside the port area were requested, with proof of documents.
