Port of Paranaguá to Lead Brazil’s First Public Access Channel Concession

The Ministry of Ports and Airports took a historic step this Friday (6th) by signing the order for the concession of the Port of Paranaguá. This marks Brazil’s first project to grant a concession for a port access channel.

The concession process is expected to be completed in the first half of 2025. Under the agreement, the concessionaire will manage the channel for 25 years, with the possibility of extending the term for up to 70 years. Investments of over R$1 billion are projected to improve and modernize operations.

With this initiative, the Port of Paranaguá will become the first in Brazil to fully regularize 100% of its areas through leases and concessions. For 2024, the port is forecast to handle a record-breaking 67 million tons of cargo across Paraná’s ports.

According to the Minister of Ports and Airports, Silvio Costa Filho, the planned works and improvements resulting from the concession will double the capacity of the Port of Paranaguá. He also noted that the project has already been submitted to the Federal Court of Accounts (TCU) and that, following its approval, similar concessions will be pursued at the ports of Santos and Itajaí.

The National Secretary of Ports, Alex Ávila, highlighted Paranaguá’s strategic importance to Brazil’s logistics sector, especially in agribusiness. “The port is a leader in handling the soybean complex (grains, meal, and oil) and fertilizer imports, accounting for 25% of the total consumed in Brazil,” he said.

The Paranaguá port complex is responsible for 33% of all fertilizers imported into the country, cementing its position as a critical player in the national logistics chain.

During the event, the minister also announced the launch of the tender for the first block of bids for the Port of Paranaguá, scheduled for 2025. The auction, set for February, includes five areas (PAR14, PAR15, RDJ10, RDJ11, and MCP01) allocated for the handling and storage of solid bulk and vegetable cargo.
