Port of Santos approves new truck scheduling rule

From October 1st onwards, trucks carrying containers and loose cargo will have to adapt to the changes in the permanence rules at the Port of Santos. The idea is to reduce the period in which entry to the port is permitted before the scheduled time from five to three hours, ensuring greater fluidity in traffic and opening more scheduling windows on the Santos pier. The rule for bulk carriers does not change.
According to the Santos Port Authority (SPA), the state-owned company that manages the Santos pier, the reduction in the period of vehicle permanence will be staggered. The final phase of the process will be in April next year.
Today, terminals make an appointment with SPA and have a five-hour time limit to accommodate trucks carrying loose or containerized cargo. The new regulation decreases the tolerance for receiving containers and loose cargo to four, then three hours.
SAP also determined a six-month transitional period to help truckers adapt to the new rules, in which there will be a tolerance of four hours after the scheduled entry appointment, valid until December 31st.
From January 1st to April 1st of next year, the grace period will be brought to three hours, which will give a total of four hours for trucks to finish their operations at the port. As of April 2nd, the tolerance will be further reduced to two hours, adding up to three hours maximum.
According to SPA, trucks that transport solid vegetable bulk trucks are exempt from these rules, as these cargoes come from distances that require days of travel.
The adjustment to the permanence period of trucks takes into account the mandatory stop at regulatory yards outside the port to prevent carriers from forming queues on highways or the access routes to the port complex. The trucks remain parked, waiting to be called to enter the terminals. The window for these charges remains six hours.
