Port of Santos auction plan to include leasing of mega container terminal

The auction that will end the long privatization process of the Port of Santos includes the lease of two key terminals, the mega container terminal STS-10 and STS-53, for fertilizers. The information was given by the Minister of Infrastructure Marcelo Sampaio at the event Brasil Export on the 20th.
According to the minister, the operation draft should be ready to go to the plenary of the audit court TCU by the end of November. If approved, the Ministry expects the call for bids to be published in early December. A total of BRL 25 billion should be invested throughout the entire privatization process.
Marcelo Sampaio also said that the railways to be built with the federal government’s authorization without the need for a public tender should start getting off the ground in the middle of 2023. The first company to become the owner and operator of such rail tracks is Eldorado Celulose.
The company applied for authorization at the end of 2021 to build an 89 km rail network that connects Três Lagoas (MS) to Aparecida do Taboado (MS). The expectation of investment in this route is R$ 890 million.
The idea is to have these tracks connect to Ferronorte, which is – in turn – connected to the Malha Paulista railway network in the state of São of Paulo, which ends at the Port of Santos. Rumo Logística owns the two railroads.
Sampaio claims that Rumo is interested in the connection between the two railroads and that the two businesses will collaborate: Rumo might fund maintenance, and Eldorado fund construction.
“It is only natural that this process would involve collaborating with Rumo, which already possesses the knowledge and an operating system. Therefore, we anticipate that this intersection will be very natural. At this point, there won’t be a competition,” the minister declared.
The minister also said that he has already signed the decree that regulates the BR do Mar, a law that seeks to encourage coastal shipping in Brazil. However, its officialization will only occur after the runoff of the presidential elections.
