Port of Sao Sebastiao offers discounts to encourage project cargo shipping

Port authority Companhia Docas de São Sebastião issue a directive to encourage the transport of project cargo at the public terminal. According to the state-owned company, the berthing fees for project cargo went from BRL 417.62 per tonne to a discount rate of BRL 53.60 per tonne, an 87.16% waiver. The measure offers financial benefits for port operators, which should speed up movement at the terminal since, by definition, such goods require customized care given their height, width, and weight, higher than those of typical dimensions. The decision should also mobilize operational and land infrastructure for these operations.
The tariff discount is supported by the Federal Government’s effort to standardize the tariffs charged in all Brazilian ports, which changed the time criteria previously used to determine the cost of the fees to a tonne per unit criteria. As São Sebastião has only one berth currently operational and the new parameters would put pressure on its operation, the port authority opted to analyze the data for the last five years to calculate an average fee that could recover the port’s profitability.
“Standardization would result in a much higher average per ton in Sao Sebastiao than the actual market value. According to Ernesto Sampaio, Director-President of Companhia Docas de São Sebastião, “the terminal is back to inter-port competition with this discount, applied in accordance with ANTAQ rules.”
Last year, the port in Sao Sebastiao had a cargo throughput of 918.8 thousand tonnes, with 707.7 thousand tonnes in imports and 211.1 thousand tonnes exported. Among the most imported items was soda ash in bulk or bags, sodium sulfate in bulk, malt, and barely for the beer industry.
As for exports, the primary goods shipped from the port were cattle, glass silicate, and sugar. The directive was signed on the 29th, with an expected entry into force ten days after signature, and validity until December 31, 2023 — with the possibility of extending the term.
