Port of São Sebastião to gain new berth

The Port of São Sebastião, on São Paulo’s northern coast, is set to gain another berth to attract more ships. Currently, the port has a single pier where only one ship can dock at a time. With the addition of the new pier, the port will be able to accommodate up to three ships simultaneously.

Ernesto Sampaio, president of the Companhia Docas de São Sebastião, announced the plans for the new pier in an interview with Jornal da Morada FM on Monday, the 29th.

Sampaio explained that the study for the new pier is part of a proposal to lease an area of the port to the private sector, with the main focus on the new berth’s implementation. The studies were conducted by Infra S.A, a state-owned company, and delivered to the Ministry of Ports last month.

Infra S.A. is a public company, controlled by the Union through the Ministry of Infrastructure, providing planning, project structuring, engineering, and innovation services for the transportation sector.

The project has been forwarded to Antaq (National Waterway Transportation Agency), which will soon begin the public consultation process. Antaq is a special Brazilian agency linked to the Ministry of Infrastructure, responsible for regulating, tariff controlling, and developing waterway transportation in Brazil.

Following the public consultation and hearings, the project will return to Infra S.A. for adjustments before being sent to the TCU (Federal Court of Auditors) for approval of the bidding and construction of the new berth.

According to the proposal, the new pier will align with the berth used by Transpetro (Petrobrás Transporte S.A), serving Petrobrás ships. The new pier will feature two berths: one external for ships with a larger draft and another internal for ships with a draft of up to 14 meters.

Agreement Extension

The government of São Paulo currently manages the Port of São Sebastião under a delegation until 2032. However, Sampaio mentioned that Governor Tarcísio de Freitas intends to renew the agreement in advance, extending the contract for another 25 years, thereby allowing the state to manage the port until 2057.

Record Cargo

The Companhia Docas de São Sebastião (CDSS), a public company under the Secretariat of Environment, Infrastructure, and Logistics of the State of São Paulo (Semil), reported a new cargo movement record in the first half of this year, moving 760,000 tons—57% more than in the same period in 2023.

The main cargoes transported included bulk sugar (287,500 tons), bulk soda ash (190,300 tons), and bulk petroleum coke (107,500 tons). The port is expected to export around 100,000 head of cattle to Arab countries throughout 2024.

“The expansion of storage areas has attracted more importers and exporters to use the Port of São Sebastião as a logistics alternative. Bulk sugar and coke are examples of new cargo,” says CDSS CEO Ernesto Sampaio. He added that the construction of 11 new warehouses was authorized, bringing the total to 14 structures installed by port operators.

Sampaio also noted that significant improvements have been made at the port, including the renovation of the operational control center, paving of storage yards and access roads, a new automation system for the port access gate, and closed-circuit TV monitoring. “We also carried out adjustments to meet security and customs requirements and implemented a new fire-fighting system,” he added.
